It establishes area to be avoided within 400 meters radius from the center of the mooring buoys for vessels that are not going to operate in the oil terminal as well as non-participants in the oil industry's own activities in the jurisdiction of the Port of Salina Cruz, Oaxaca, according to the Official Journal of the Federation of July 20th, 1998.
