Prevention areas in which no activity of any type will be permitted, except for that required for oil exploration and production, the rapid and uninterrupted transit of fishing vessels en route to their fishing areas outside these and the exclusion zones are authorized, and maritime and air traffic entering the exclusion zones will be identified and controlled.
