Navigation in the vicinity of Tokyo International Airport, Runway D.
(1) Vessels with a height of 28.4m or more above sea level shall not enter 
    the sea area adjacent to the passage route within the Runway D height base level.
(2) Vessels with a height of 28.4m or less above sea level shall navigate 
    the north-east side of Runway D of Tokyo International Aiport East Light Beacon.
