PORT DABHOL 2065 RGPPL Terminal 1 Position. Ratnagiri Gas and Power Private Limited (RGPPL) Jetty lies in position (17º 32'.15 N, 73º 09'.21 E), about 2 miles south of Tolkeshwar Point. 2 Function. RGPPL, a joint venture of National Thermal Power Corporation (NTPC) and Gas Authority of India Ltd. (GAIL) is now planning to import and operate the power plant on Liquid Natural Gas (LNG). The principle activity of the terminal will be LNG unloading and regasification. 3 Topography. The complete coastline is predominantly cliffy with some areas extremely steep. Two hill summits of aout 100m height exists between Tolkeshwar Point Light House and RGPPL terminal. The coastline on south of RGPPL Jetty is sandy beach. The foreshore area generally comprises of sand, mud, rocks and breakers. 4 Maximum size of the vessel handled. The terminal can handle vessels upto 12m draught. 5 Approach and entry. The RGPPL terminal is approached through the channel of 8KmX 300m and turning circle of 350m radius marked by a Fairway buoy, four set of Channel buoys, four Navigational dolphins and two Cardinal marks. 6 Pilotage. Pilotage is compulsory for berthing/unberthing operations. Pilot embarkation position is to be confirmed with consultation of Port authority. One Single Point Mooring (SPM) with discharging capacity of 1800m3 per hour has been established in the roads in position (17º 31'.97 N, 73º 04'.79 E); a submarine pipeline connects the buoy to the shore E and lands in position (17º 32'.23 N, 73º 09'.18 E). 2 Large vessels may anchor in the roadstead, about 2 miles WNW of Tolkeshwar Point Lighthouse, in depths of about 11 m and about 1.2M WNW of Fairway Buoy No.1, in depths of about 18m, both anchorages provide good holding ground and sea bed comprises of soft mud (as shown on the chart.) 3 Berth. One berth of length 270m, alongside depth of 14m exists. 4 Tidal levels. Mean spring range about 2.1 m; mean neap range about 1 m. 5 Tidal Stream. Tidal currents oscillate from ebb tide (south going) to flood tide (north going). 1 Terminal Facilities. The following terminal facilities are available with the terminal: (a) Four tugs of 50HP are available with the terminal and can be contacted on VHF. Requesting authority for the tugs is Port Manager, RGPPL LNG Terminal. Hiring charges for tugs is as per terms and conditions of agreement with RGPPL. (b) One crane of 1 tonne capacity for small material shifting is available at the jetty head. No other facilities for cargo handling are available with the terminal. A jetty of RGPPL LNG terminal is ready in all respect and approach channel with four sets of buoys, one fairway buoy and navigational dolphins marking limits are constructed, the breakwater is not complete and around 70-75% is yet to be constructed which will protect jetty from SW monsoon and waves. Dabhol town (17º 35'.4 N, 73º 11'.0 E) stands at the foot of the hills on the N bank of the Vashishti River. 2 Function. The Dabhol port is an open roadstead anchorage with limited facilities in the river estuary, particularly for shallow draught vessels. 3 Topography. On both sides of the river Vashishti, the land is hilly and undulating; 90 to 120m high hills, slopes steeply down to the coast and in places terminate in 5 to 25m high cliffs. Anjanvel and Veldur bays are on the south bank of the river and situated near its mouth. Anjanvel Bay, the largest, lying east of Gopalgarh Fort (17º 34'.3 N,73º 09'.1 E) with the town of Anjanvel situated close south, is shallow and a heavy swell runs at all times; Veldur Bay, also shallow, is located about 1 mile farther upstream. 4 Approach and entry. The port is approached directly from seaward. The Vashishti river is entered between Tolkeshwar Point (17º 34'.00 N, 73º 08'.50 E), and Sil Point (17° 34'.96 N, 73° 10'.14 E,); Churpulti Sand, a spit which dries, extends about 1¼ miles WSW from Sil Point. 5 Traffic. Local small vessels use the port regularly. 6 Pilotage. Pilot may be obtained by giving 72 hrs notice to Port Authorities. 1 Storm signals are displayed from Tolkeshwar Point Lighthouse and at Dabhol jetty by using the brief system at both places. 2 Landmarks. Front Transit Light triangle topmark apex up, surmounting a concrete post, 9 m in height stands close north of the ruins of Gopalgarh Fort. 5 Rear Transit Light white metal tower, 30 m in height (7¼ cables E of front light) stands on the north slope of Veldur Hill. 6 The alignment (081º) of these lights lead across the bar in a least charted depth of 2.4 m towards the river estuary. These lights are exhibited during the fine weather season from Sep to Jun inclusive 7 Cautions: Vessels should take enough precautions to avoid fishing logs which are often moored both inside and outside of the river Vashishti. 8 Depths on the bar are subject to change. Ferries cross the river in a SW and SE direction from Dabhol jetty. 1 Anchorages. Small vessels may find anchorage in mid-stream S of Dabhol jetty. 2 Berths. Dabhol Jetty. on the north bank of the river, a 50 m long pier (17º 35'.08 N, 73º 10'.62 E) exists. Veldur Bay Berth. a jetty 76 m long, in position (17º 34'.58 N, 73º 10'.25 E) suitable for small craft, stands near the NW corner of the bay. Anjanvel Jetty. a cargo jetty exists on the south bank of the river in position (17º 34'.28 N,73º 09'.27 E) constructed by Dabhol Power Company. Dhopave Jetty. (17º 34'.80 N, 73º 10'.91 E) Navanagar Jetty. (17° 34'.72 N, 73° 10'.66 E) 3 Tugs. No tugs are provided by Port Authority. 4 Tidal levels. 5 Tidal streams. over the bar tidal streams set NE during flood and SW during ebb, each attaining a rate of about 1½ kn; inside the bar; the flood sets into Anjanvel Bay and the ebb sets onto Churpulti Sand at a rate of 2 to 3 kn. 6 The flood continues for about 1 hour after high water and the ebb for about 1 hour after low water; occasionally at neaps the ebb starts 1 hour before high water. 1 Services. limited medical facility available. 2 Supplies. fuel and fresh provisions available, both in small quantities. 3 Communications. Vashishti River is navigable as far as Karbone, 16 miles within the river entrance, at all times by vessels of shallow draught; and thereafter at high water only, to Chiplun, 10 miles farther upstream. 5 Passenger boat services across the Vashishti river from Dabhol jetty to Veldur and Navanagar jetty is available from 0600 hrs to 2200 hrs every day.
