Chart 2059 KANDLA APPROACHES AND HARBOUR General information Position: 9.142 Kandla (23º 01'.96 N, 70º 13'.43 E),an all weather port, is situated on the W bank of Kandla Creek, on the N side of the Gulf of Kachchh near its head. Kandla Creek extends N from its entrance between Khengarji Bet (22º 57'.06 N, 70º 09'.05 E) and Sathsaida Bet to the E. It is 90 km from the mouth of Gulf of Kutch. Kandla Port offers an excellent and vast dry cargo storage facility inside the custom bonded areas for storage of import and export cargoes, and has the highest liquid storage capacity in the country. Function: 9.143 1 The port is used by general cargo vessels, container ships and tankers. The principal exports are salt, iron, steel, food grains and molasses; the main imports include LPG, fuel oils, edible oils, grain, fertiliser, sulphur, iron, steel, sugar, metal products and other general cargoes. Topography: 9.144 1 The W and E sides of the entrance to Kandla Creek are formed by Khengarji Bet and Sathsaida Bet respectively, these both sides are ground of hard mud flats; they are described below. Both sides of Kandla Creek are protected by steep mangrove lined banks which are just covered at high water springs. 2 A large island, Khengarji Bet, separates Kandla and Nakti creeks; it is partially below-water at high water springs and in places at high water neaps. Although there are a few small narrow ridges of sand near its S end the island appears from seaward to be covered with mangroves; it is intersected by numerous small creeks with mangrove bushes lining their banks. Khori Creek forms the NE side of the island; off its S side the coastal reef, which dries, is itself fronted by an extensive shoal area. 3 Sathsaida Bet is fronted, along much of its S side, by low narrow ridges of coarse sand. Flamingo Flat, an extensive mud bank, extends up to about 1½ miles from the SW side of Sathsaida Bet. Port limits: 9.145 1 The port limits extend about 50 miles SW of Kandla and include the Vadinar Offshore Terminal; they are shown on Chart. Approach and entry: 9.146 1 Approach to the Kandla is from SW via Sogal Channel, which has been dredged across Kandla Bar, and then entered through Kandla Creek. In the approaches to Kandla Creek and Sogal Channel, depths are maintained by dredging, but the channel is subject to heavysilting. Minimum charted depths were in the order of 5.3 m; however, Singhvi Shoal, encroaches into the channel and a depth of 4.3 m was reported over the bar. The latest information should be obtained from the Deputy Conservator at Kandla before entering the channel.Creek and in Kandla port navigational channels, depths are maintained about 9 m, with high tide vessels upto 13 m in day time and vessels upto 11.75 m in night time can navigate in the channel. Kandla port publishes quarterly circular describing max draft restriction for channel as well as individual berths. Masters are advised to obtain copy of same from their agents. 2 Harbour. Depths within Kandla Creek are very irregular and liable to change. Deepest and longest berth: 9.150 1 Cargo Jetty (Berth no. 11) is the longest berth of the port. Length – 281 m. Maximum permissible LOA for the port is 240m and 75000 DWT can be accommodated and vessels upto 260 m LOA and 100000 DWT under specific conditions and permissions from port authorities can also be berthed. Safe, protected and vast anchorage for waiting and lighterage at outer harbour may also be obtained. Mean tidal levels: 9.151 1 Mean spring range about 6.5 m; mean neap range about 3.9 m. See information in Indian Tide Tables. Density of water: 9.152 1 Density of water is normally 1.025 g/cm3 at Kandla berths, but it reduces to 1.000 g/cm3 during the rainy season. Maximum size of vessel handled: 9.153 1 Maximum permissible draft in channel is 13.0 m. However maximum permissible draft at individual berth. Moorings and anchorage will apply. Maximum permissible LOA for the port is 280 m. the vessel up to 280 m can be brought inside at Kandla creek under special conditions 2 Ships and tankers exceeding 225.5m, 740 feet will have a minimum under keel clearance of 1.2 m, 4 feet. Berthing of vessel beyond 225.5 m in length shall be done in between panels 51 to 84 only. Vessel exceeding 225.5 m shall be handled at a time. Ships and tankers having maneuvering speed of less then 9 knots through water will not be moved in and out of Kandla port during darkness hours. 3 Maximum permissible LOA for the port is 260m. Vessels more than 225.5m in length brought directly alongside berth and not allowed to be on anchorage. Only one vessel exceeding length more than 225.5m in length handled at a time. 4 Maximum permissible draughts are issued quarterly by the Deputy Conservator. Permissible draught for ships and tankers exceeding in length 225.5m will have minimum under keel clearance of 1.2m (4ft). 5 Vessels with a departure draught of 10.5 m or more should be brought starboard side alongside on the flood tide to prevent delay in sailing to await change of tide. In Case the vessel is portside alongside due to any reason she should be turned around to face the flood during the stay at berth. Local weather and sea state: 9.154 1 The approaches to the port are exposed to the SW monsoon and a heavy swell may be experienced. 2 In June 1998 the port was virtually isolated after a cyclone swept through the area, waves up to 10 m high were experienced and several vessels either capsized or dragged their anchors and ran aground. The port is fully equipped with a meteorological station. 3 Rainfall. An average rain fall (annual) of 458.17mm is recorded in the area. 4 Temperature.Maximum and minimum temperature recorded in the area is 46.1°C and 7.2°C respectively. 5 Wind under mentioned chart depicts the direction and magnitude of the wind in the area throughout the year. Notice of ETA required: 9.156 1 Vessel shall send a Pre Arrival/ Departure report to MCC ( Master Control Center ) Kandla at least 24h prior to arrival. A vessel arriving from a port with less than 24h streaming time shall notify MCC Kandla by e-mail or fax immediately on departure of previous port. 2 For further information, see the relevant List of Radio Signals. Outer anchorage: 9.157 1 While awaiting a pilot; Designated Kandla port anchorage is duly marked in chart 2018.Vessels can anchor in the vicinity of the Outer Tuna Light-buoy (22º 50'.8 N, 70º 06'.9 E) in depths of 10 to 12 m, mud and sand; the holding ground is reported to be good but a large swell can be experienced during the SW monsoon. 2 In fair weather condition the quarantine anchorage is situated about 1 mile S of Outer Tuna Light-buoy. Pilots and tugs: 9.158 1 Pilotage is compulsory for merchant vessels; the pilot boarding place (22º 53'.4 N, 70º 10'.1 E) is situated close SW of Nos 2 and 3 Light-buoys. The ship's agent should send the requests for pilots by 12 hours in advance. 2 Vessels awaiting pilot should arrive at the outer anchorage 2½ hours, or more, before the time of daylight high water; it takes about 1½ hours to reach Kandla, and hence, it is advisable to leave this anchorage just after half in-going tide. 3 Vessel drawing draft of maximum permissible draft for the day shall arrive at outer Tuna buoy 2.5 hrs or more before the time of day light high water. For further information see the relevant List of Radio Signals. 4 Night Pilotage.The maximum permissible draft will be 11.75mtrs. Pilotage is restiricted to vessels with length 230 m (754.6 ft).Mooring and unmooring of vessel and tankers to buoy mooring is restricted to day light hoursonly.LPG and Ammonia vessels are handled during daylight hours only. 5 Tugs. Seven tugs of 35/50 ton bollard pull are available 24 hrs. Requesting authority is harbour master. Communication with tugs on VHF CH 8 and 10. Hiring charges are as per the Scales of Rates of Kandla Port Trust. Regulations concerning entry: 9.159 1 General regulations. The port is open for round the clock navigation allowing vessels to berth or unberth at high water; however, berthing is preferred to daylight for all vessels. Vessels berthed at mooring buoys may only berth or unberth in daylight. Quarantine: 9.160 1 The Port Health Officer, Kandla should be addressed regarding requests for pratiqueusing the standard message from The International Code of Signals. In addition the following information should be given in plain language: 2 Whether there has been any abnormal mortality of rats or mice. Whether there is any monkey onboard. Whether the vessel has called at Djibouti or Aden and whether any persons were embarked there. Names of all ports called at during the preceding 30 days, with dates of departure. 3 On anchoring in the outer anchorage, vessels should send a further message stating time of anchoring and requesting radio pratique. Vessels subject to quarantine must remain at the Quarantine Anchorage until pratique is granted; However, vessels with suspect cases of minor infectious disease may be berthed suitably in the harbour.The pilot is authorized to grant pratique. In all normal cases vessel requesting free pratique are anchored near Buoy no 12/13 with Pilot still on board, The port health officer boards the vessel for inspection at this point and after inspection is successfully completed , the port health officer grants vessel free pratique. Harbour: General information and layout: 9.161 1 Sogal Channel leads NE towards Kandla Creek from the fairway buoy and lies between Khengarji Bet and Singhvi Shoal, on the N side and Kala Dara Shoal and Mid Shoal, on the S side; the channel is maintained by dredging. This channel is named after SatyanarayanaSogala hydraulic engineer who solved an acute siltation problem which facilitated the opening of this channel in 1984. 2 The alongside berths within the harbour are located on the W side of Kandla Creek; there are a number of mooring buoys and anchorage areas within the creek. Spoil grounds: 9.162 1 An alternate spoil grounds is established at position 22° 56'.7N, 70° 14'.7E marked by light buoys (Fl 8s). 2 One Dumping grounds of 1000m radius centred at the followingpositions. (a) 22° 49'.5N, 70° 09'.0E Depths and seabed: 9.163 1 Within Kandla Creek, depths are generally deeper than those in the approach channel; except near the banks; the exception being Barry Shoal (23º 01'.4 N, 70º 13'.5 E) which lies near the centre of the channel close SSE of the oil jetties. 2 The bottom within the creek is coarse sand, small stones and broken shell, save in depths of less than 5 m where mud is usually found. Signals: 9.164 1 Traffic signals. A signal station is situated near the port radar tower (23º 00'.5 N, 70º 13'.4 E) . A black ball at the signal station indicates that a vessel is about to enter or leave the port. Other signals in use at the port are contained in the Kandla Port Rules, a copy of which can be obtained from the Kandla Port Trust Offices. 2 Storm signals are displayed by using the general system. See 1.36. Tidal streams: 9.165 1 Approaches. In the W approach to Kandla, tidal streams in general are very irregular and seem to be much influenced by a strong wind from any quarter. At Outer Tuna Light-buoy the streams have a rate of 2½kts at springs and 1½ kts at neaps but these rates gradually increase farther E; on Kandla Bar the in-going stream sets NE at a rate of 2 to 3 kts at springs. 2 Vessels are highly recommended to keep outer Tuna buoy on their starboard side well clear and make a clean approach towards the center of buoy no 2 and 3 to arrive safely at the pilot boarding point. A typical approach coarse from abeam of Tuna buoy to center of buoy no 2 and 3 is 055 true. Masters are cautioned not to allow their vessel to drift towards shallows on the south just before at the entrance of Kandla creek channel . In case vessel has to turn around , masters are advised to take a port turn to be well clear to shallow depth as mentioned above. Generally the vessels are well guided by Kandla tower to arrive outer Tuna buoy and contact pilot on VHF channel 08 for further instructions. Vessels shall not proceed further than outer Tuna buoy towards the pilot station unless they are advised by pilot. 3 Masters are advised not to get confused with Tuna Tekra in position22º 49'.2 N, 70º 04'.7 E channel while approaching for pilot board for Kandla port. 4 Harbour. The maximum rate of the in-going stream at springs, within Kandla Creek, is 3 to 4 kts. Principal marks: 9.166 1 Major light.Tekra Light (22º 55'.6 N, 70º 07'.2 E) (height is 14 m). Directions: 9.167 1 Caution. In the approaches to Kandla some of the buoys and lights may not conform to the descriptions and positions given below or as shown on the chart. 2 Sogal Channel is marked by light-buoys in accordance with IALA Maritime Buoyage System (Region A), as shown on the chart. The light-buoys are moved frequently to meet changes in the channel. The vessels are required to keep in the centre of the buoys for safe navigation. The embarkation of the pilot is mandatory for vessels entering/leaving the port. The pilot boarding point is in between buoy no.2 and 3 for vessels entering the port. Kandla Creek: 9.168 1 Cautions.In the harbour, uncharted and unlit mooring buoys may be encountered. 2 General information. Kandla Creek is marked by light-buoys (port and starboard hand) in accordance with IALA Maritime Buoyage System (Region A). The Light-buoys are moved frequently to meet changes in the channel. The recommended tracks for entering or leaving harbour are shown on the chart. 3 Berthing should be conducted into the tidal stream. Basins and berths: Anchorages: 9.169 1 General anchorage areas.Vessels may be obtained anchorage in Kandla Creek in the deeper water near the W shore between a position about 5 cables within the entrance and abreast the middle of Cargo Jetty (23º 00' N 70º 13'.4 E). Farther N, the anchorages are nearer the E shore, from abreast No 3 Oil Jetty (23º 01'.5 N, 70º 13'.4 E) to a charted anchorage, 7 cables N; the latter anchorage is situated in a depth of about 8 m, coarse sand with small stones and broken shell. There are other recommended anchorages in the creek, the positions of which are shown on the chart. None of the anchorages are numbered. 2 General information. While at anchorage ships should give consideration to the use of a second anchor, engines are to be kept at short notice and should be used as necessary particularly when ship swings tide. The second anchor is also laid one shackle in water and pick up half an hour (30min) before high water/low water timings and droped again after the vessel turns to tide. If vessel drags or if in doubt vessel should contact Kandla tower on VHF- 08 Further information will be provided by the boarding pilot. Moorings: 9.170 1 There are several numbered and unnumbered mooring buoys within the creek; the positions of known buoys are shown on the chart. 2 Capacity of vessel handled by various mooring buoys is given below: (a) No. I General cargo mooring: Ships drawing upto 7.9m (26 ft) max. Bandar Basin: 9.173 1 Bandar Basin, which dries, lies close N of the tidal basin and comprises three wharves; sailing vessels use the N wharf, the S wharf is for lighter operations and the W wharf is reserved for small craft with general cargo. Maintenance Jetty: 9.174 1 Maintenance jetty is an L-shaped jetty situated close N of Bandar Basin; a floating dock is moored on its outer face. Dry Dock. The port has a Steel floating Dry Dock with following specification:- LOA: 95m Breath: 20m Draught: 5.4 m Capacity: 2700 MT Port services: 9.175 Sl Services Remarks (a) Repairs Only one floating dock; the largest, length 111.0 m, width 27.2 m with a lifting capacity of 2700 tonnes, where minor repairs can be effected, it can accommodate vessels up to 100 m in length and draught 4.5 m. Divers can be arranged. Cargo Handling Facilities: (a)Crane Sixteen Wharf cranes include four of 3/6 tons capacities and four Heavy Duty Modern State-of-the-art Level Luffing of 12/16 tons. (b) Weighbridges there are eight weighbridges of 100MT inside the port. (c) Other Support Equipment loading equipments such as Forklifts, Tractor, Trailors, Pay-loaders of various capacities. Private handling, equipments like Mobile Cranes, Top litters, pay-loaders, Heavy-duty Trailors etc. are easily available on hire. Supplies: 9.177 1 Supplies Fuel (oil and Diesel), Fresh water at berths and by barge, Fresh Provisions, Charts can be arranged through private suppliers/agents. Transportation: 9.178 1 Road, railways and airport 13 km NW. Harbour regulations: 9.179 1 Security Port complies with all the requirements of International Ship & Port Facility Security Code (ISPS). All the custom and immigration regulation is followed as per prevailing regulation. Kandla lies in a controlled area where special security regulations are in force; photography of shore installations is forbidden. The creek is almost silted up and can only be used by small local craft proceeding to Tuna Bandar, which is situated on the W bank 3 miles within the entrance, where there is a fort. 2 Topography: The W entrance point of the creek is very low and covered with mangrove bushes, which are nearly submerged at high water. Tekra Islet, lying in the creek abreast Tuna Bandar, is a mud islet covered with mangroves. 3 Landmark: Tekra Light in position 22º 55'.6 N, 70º 07'.2 Epresently Non–operational is about 1.3 miles SW of theentrance point of NaktiCreek. On the Western edge of Nakti Creek, storage of dry bulk has been developed.
