Approaches to Dharma River-3017 Dhamra River, The most important of rivers in the state of Orissa, forms the N exit of the confluence of Brahmini, Kharsua, Birupa River and Baitarani River. At its mouth the river is divided into two channels and is navigable. The S Channel known as Kalibhanj Channel is not navigable. The entrance channel to Dhamra River, which leads between Kanika Sand on the N and the drying mud and sand flat extending E from Palmyras Point on the S, is 4 cables wide at its narrowest portion. The outer end of the channel to Dhamra River lies 1 mile NNW of the N end of Shortt Island has a least depth of 1.4m over the bar. The channel is buoyed from E of the bar to about 10 miles within the entrance; position of buoys are liable to be altered as the channel changes. The E end of the Kalibhanj Dian is called East Point. Dhamra, a village with a few houses, lies 3½ miles W of Chandnipal Point. There is a fishing harbour close by. A beacon stands about 3 cables W of the fishing harbour. Another beacon stands 7 cables farther W on the W entrance point of a small river. A beacon stands close opposite to the earlier beacon near village Nalitapatia. Matai Nadi, a river which joins Dhamra river from N about ½ mile above the village of Dhamra is about 1 cable wide and reported to be navigable at low water for vessels of 2.4 m draught. Dhamra (Dakshina Dhamra) (20º 48'N, 86º 54' E), a village of a few straggling houses, lies on the N bank 4 miles above the entrance of Dhamra River. Baitarani River. The entrance to Baitarani River lies between North Point and South Point at the confluence of Baitarani River and Dhamra River, about 6 miles SW of Dhamra Village A beacon stands on North Point. Between North Point and south Point, 1½ miles SW lie two islands, Seaward Island and Pilot Island. The navigable channel in Baitarani River is marked by buoys. The maximum draught for vessels trading with Chandnibali is from 3.7m at high water neaps to 4.4 m at high water springs; but only vessels with local knowledge should use the river. Brahmani River joins Dhamra River E of South Point, (20º 35'N, 86º 48'E); a tributary of the former leads to Cuttack, 55 miles WSW of the junction. Chandbali (20º 46' N, 86º 45' E), a small town, lies on the N bank of Baitarani River about 8 miles above its junction with Dhamra River; There is regular sea communication and trade with Kolkata (Calcutta). There is a Port and Customs Office and a very small hospital. Facilities There is a jetty which can accommodate three vessels of draught upto 3.7m. There are three mooring buoys. Trade, The main export is rice. The chief imports are gunny bags, cotton piece goods, salt and kerosene. Three beacons stand on the opposite bank off the town within 3 cables. Anchorage may be obtained in mid-stream off the town in depths of about 8m to 12m. Storm Signals are exhibited from a flagstaff standing close to the N bank; the brief system is used. Pilotage. Pilots are available at Chandbali and will meet vessels at Short Island by previous arrangement. Pilotage, though not compulsory, is advisable for newcomers because of changes in the inner bar and repositioning of buoys. Vessels should avoid proceeding beyond Dhamra Village without a pilot. DHAMRA PORT 1 General Information. The Dhamra Port Company Limited (DPCL) is a joint venture of L&T and Tata Steel. The port is one of the deepest ports of India with a depth of 19m which can accommodate super cape-size vessels up to 180,000 DWT. 2 Function. Principal activities of the port are export and import of Coal, Iron Ore, and Lime Stone. 3 Position. Port is located north of the mouth of river Dhamra between the main land and the lee of Kanika Sands in Bhadrak district of Orissa at position 20°49'N, 86°58'E. Port Limit (a) 20° 48' N, 86° 56' E (b) 20° 48' N, 87° 02' E (c) 20° 56' N, 87° 16' E (d) 20° 56' N, 86° 55' E (e) 21° 02' N, 87° 13' E 4 Port Radio. The Vessel should establish communications with Port Traffic Control on VHF channel 14/16, as soon as the Vessel is within VHF range for advice on berthing instruction. Port Traffic Control will assign a working channel for use while the Vessel is within the Port Limits. A listening watch should be maintained on both the channels. 5 Arrival information. The Vessel/Owners' Agents are to send notice of Estimated Time of Arrival (ETA) of the Vessel at Dhamra Port on daily basis starting 7 days prior to arrival. If the voyage duration is less than 7days, the Vessel/Owners' Agents are to send notice of ETA of the Vessel on departure of the Vessel from last port of call and thence on daily basis. However, the Vessel/Owners' Agents are to start sending notice of ETA at least 3 days prior her arrival at Dhamra Port. The Vessel/Owners' Agents are to send the confirmed time of arrival at Dhamra Port anchorage at least 24 hours and 12 hours prior to arrival. 6 Approach. The outer end of the channel is marked by a fairway buoy at position 20° 55’.41N, 87° 07’.25E with Racon ‘D’. The approach channel is 9.71 mile long and 170 240 m wide with a turning circle at the inner end with radius 300m. The turning circle is marked with 2 cardinal buoys. The channel is marked with 10 sets of buoys as per IALA region ‘A’. 7 Pilotage Pilotage is compulsory for all the vessels of more than 200 GRT calling Dhamra Port. Any Vessel required to carry a pilot under the Indian Ports Act, 1908 is not to navigate within the harbour limits unless a Dhamra Port pilot is on board. Requesting authority is port conservator. Pilot boards at position 20° 56.8’ N, 087° 08.2’ E” 8 Anchorage. Recommended anchorage is well separated from the entrance of channel 7.5 mile NE of fairway buoy and provides excellent holding ground with a minimum depth of 18m. The co-ordinates of the recommended anchorage are as follows:- (i) 20° 58.0' N, 087° 10.0'E (ii) 21° 00.8' N, 087° 10.0'E (iii) 21° 02.0' N, 087° 13.5'E (iv) 20° 58.0' N, 087° 15.0'E 9 Berth. Two berths of 350m (each) length are available. Depth alongside is 19m. 10 Maximum size of vessel handled. Maximum draught of vessel handled is 17m. 11 Tide. Mean range during springs 4.0 m. 12 Pollution Control. The ballasting/de-ballasting operations are to be carried out by the Vessel as per provisions of GEF/UNDP/IMO Global Ballast Water Management Programme. Vessels are to submit information as per IMO Ballast Water Reporting Form. Vessel's garbage must be retained on board in suitable containers with properly fitted covers. Garbage, and scrap material should not be dumped in Indian Territorial Waters. Burning of Vessel's garbage is not permitted within the Port Limits. The vessels are to not discharge washings and raw sewage inside the Port. The vessels are to have all its scuppers properly plugged while at berth. The vessels are to follow the MARPOL regulations while dealing with garbage, raw sewage and hold washings. 13 Port facilities.
