LOCATION:Khambhat Master Control Station, Near Marine Police Station, Hazira, Surat  – 394270, Gujarat, India.

Vessel Traffic Service

AREA:
(1) The  VTS area comprises the entire Gulf Of Khambhatnorth of latitude 20°30'.0N and east of Longitude 71°20'.00E.
(2) The VTS is divided into three sectors:
(a) VTS Khambhat North: North of latitude 21°12'.2N to the coast.
(b) VTS Khambhat West: North of latitude 20°30'.0N east of longitude 71°20'.00E, west of longitude 72°20'.00E, south of latitude 21°12'.2N.
(c) VTS Khambhat East: North of latitude 20°30'.0N  east of longitude 71°20'.00E, south of latitude 21°12'.2N.
(3) Ports covered by the VTS area include:
(a) BHAVNAGAR NEW PORT, Gulf Of Khambhat
(b) DAHEJ
(c) HAZIRA
(d) JAFARABAD
(e) MAGDALLA
(f) PIPAVAV
(g) RELIANCE SPM OFFSHORE TERMINAL, Magdalla

(1) Information Service (INS)
(2) Traffic Organisation Service (TOS)
(3) Navigational Assistance Service (NAS)

PROCEDURE:
Compliance: Participation in the VTS is mandatory for the following:
(1) All vessels over 300 GT(except coastal vessels).
(2) Towing vessels where the length of tow exceeds 200m.
(3) Bulk carriers carrying dangerous cargo designated in the enforcement regulation of article 2 of the Maritime Traffic Safety Law.
(4) Other vessels as notified by the DG Shipping/Gujrat Maritime Board.

REPORTING:
(1) Inward-bound vessels intending to enter the VTS area (Pre-Arrival Notice (PAN)): Vessels should Call the relevant VTS Khambat sector on the specified VHF Chaneel, 1h prior to entering the VTS area, stating the following information:
(a) Vessel’s name
(b) Call sign
(c) ETA at VTS limit and approximate point of entry
(d) Destination port

(2) Vessels engaged in lighterage operations or in coastal trade purely inside the VTS area need not provide a PAN.
(3) Inward-bound vessels upon entering the VTS area: Vessels should Call the relevant VTS Khambat sector on the specified VHF Chaneel, stating the following information:
(a) Vessel’s name
(b) Call sign
(c) Position (lat/long) at time of reporting
(d) Course
(e) Speed
(f ) IMO and MMSI numbers 
(g) Nationality 
(h) GT and NRT 
(j) LOA 
(k) Maximum Draught 
(l) Last port (if loaded then also last loading port)
(m) Next port 
(n) ETA next port (anchorage or pilot station)
(p)Type of cargo onboard
(q) Type and quantity of dangerous cargo and pollutants onboard
(r) Total number of crew including master and their nationalities
(s) Master’s name and Nationality
(t) Details of agent if vessel bound for any port in the VTS area
(u) Details of consignee if vessel bound for any port in the VTS area
(v) Security level being maintained onboard
(w) If all the navigational and communication equipment working satisfactorily
(x) Does the vessel have any swine flu onboard?
(4) Vessels inside the VTS area (other than a vessel at berth): Such vessels should maintain a continuous listening watch on the relevant VHF Channel and also on VHF Ch 16 or any other VHF Channels required by local agents.
(5) Vessel transiting the VTS area:
(a) Upon entering a new sector: Vessels should Call the appropriate sector on the relevant VHF Channel for sector intending to enter and report such change of sector.
(b) Vessels intending to anchor in the designated anchorage in the VTS area should inform such intention to the appropriate  VTS sector well in advance. After anchoring in the VTS area, vessels should report on the relevant VHF Channel the following information:
(a) Anchor let go position (lat/long)
(b) Time of anchoring
(c) status of main engine
(d) ROB Heavy oil/MDO/Lub oil/Fresh water
(6) Vessel at anchor should maintain a continuous listening watch on the relevant VHF Channel and also on VHF Ch 16 or any other VHF Channels required by local regulations.
(7) Vessel at berth, leaving berth, leaving harbor or leaving anchorage: Such vessels should advise by local regulation and report to respective authorities as appropriate. In addition, vessels should report to the VTS on the relevant VHF

Channel appropriate to the sector covering the vessel’s position:
(a) When alongside at berth
(b) When casting off from berth 
(c) Upon DLOSP( Dropping Last Outwards Sea Pilot)
(d) When anchor aweigh
(e) Upon RFA (Ring Full Away)
(8)  Outward-bound vessels upon leaving the VTS area should report to the appropriate VTS sector stating the name and ETA of the next port.
(9) In addition to the regular reporting as listed above, all vessels transiting the VTS area shall provide the VTS of any such information concerning Safety of Navigaiton and pollution prevention.

Information requested may also be provided to the VTS by the vessel’s agent.
